Alexander M. Palumbo, C.C.M.

Alexander M. Palumbo, C.C.M. is Senior Vice President and Principal for Construction Management, Construction Inspection, Health and Safety Management and General Contracting services comprising the HIRANI CONSTRUCTION MANAGEMENT DIVISION.

Prior to joining HIRANI, Mr. Palumbo worked in the private and public sectors of the building industry. He was the Assistant Director for Construction in the Office of the Mayor in New York City during the Koch Administration, with oversight of Mayoral Agencies and economic development projects that included Water Tunnel #3, Times Square Redevelopment, Seaport Market Place, and other high profile projects. He was also Principal Contract Administrator and Owners' Representative for the Reconstruction of Co-Op City and other Mitchell Lama housing for New York State Housing Finance Agency. His most recent position was Senior Executive Deputy Commissioner for the NYC Human Resource Administration, where he headed operations and administration and was in charge of IT, Budget and Finance, Capital Construction and HRA Police Department operations. There he managed a $60 million capital program for the upgrade of administrative offices, client service centers, and IT/Data Center facilities. He was also the agency's liaison with the Office of Emergency Management and deployed agency resources during emergency situations.

In the private sector, Mr. Palumbo was a principal in a development firm that constructed 140 units of affordable housing for working families in East Harlem, a project that fostered development in the area of 116th Street and Madison Avenue in Manhattan.

He was also employed as a senior Vice President for Munoz Engineering, P.C. for many years, where he founded the construction management division, and entered into numerous joint venture partnerships for construction projects with the NYC School Construction Authority, Union City NJ Board of Education, and NYC Health and Hospital Corporation. He has held other positions, including Barney Skanska, a leading construction management firm in New York City, SIMCO Engineering, P.C. and SCI Engineering, P.C. where he provided business development services.

In his present capacity with Hirani, Mr. Palumbo oversees construction management personnel who are engaged in large scale projects, including health and safety management for the NYC DEP Capital Program, construction management services at the Second Avenue Subway and Fulton Transit Project, new construction of an academic building for the State University Construction Fund at Old Westbury, the construction of the new Police and Fire Command Center for the Nassau County Department of Public Works, and many other projects.

Mr. Palumbo received his certification as a Construction Manager (CCM) from the Construction Manager Certification Institute in 2009 and is an authorized OSHA Trainer.

Jeffrey S. Stern

Jeffrey S. Stern is Vice President and Director of Construction Management and General Contracting services for HIRANI CONSTRUCTION MANAGEMENT. In this capacity, Mr. Stern will handle operations, business development, project cost analysis, and project management, and reports to the Senior Vice President of the Construction Management & Inspection Division.

Prior to joining HIRANI Group, Mr. Stern worked in both private and public sectors of the building industry in various markets including corporate/commercial, educational/cultural, Mission Critical, telecom/media, museums, religious institutions and transportation facilities. Mr. Stern, who specializes in fire safety, also has extensive expertise in mechanical systems and is licensed as a Master Fire Suppression Contractor in Long Island and New York City as well as being a Master Plumber in NYC.

Mr. Stern began his career at Stern Fire Protection Corp., a successful family owned contracting business where he served as a coordinator of all field operations and ran day-to-day activities. He later worked for Skanska USA Building, a leading provider of world-class construction services within the building construction sector of the United States. Mr. Stern is also Sits on the Board of Directors for Long Island Cares The Harry Chapin Food Bank, Sits on the Advisory Board for Parker Institute and is a member of the Hofstra University Advisory Board, American Kidney Fund Long Island Council and has also been the treasurer of the NY Fire Sprinkler Contractors Association. He is also affiliated with many well-regarded associations including the Mechanical Contractors Association of America and the Society of Fire Protection Engineers and National Fire Sprinkler Association.

Mr. Stern has worked on many exciting projects throughout New York City and the surrounding boroughs, which most notable include the design of the Long Island Aquarium, The Ross School, The Manhasset Library, The Ryan Medical Arts Building, NASDAQ Data Centre in Trumble, Connecticut, NASDAQ Market Site Pfizer, Inc., Forest Laboratories, Morgan Stanley, NewCorp., WYNY Chanel 5, The Bank of New York, The Republic National Bank NYC EDC, NYC SCA, NYC DDC and PANYNJ
